VIPA ANNOUNCES NEW AIRPORT SAFETY MEASURES TO COMBAT COVID-19 SPREAD
The Virgin Islands Port Authority (VIPA) is implementing new safety procedures and reinforcing temperature screenings at its airports to combat the spread of the coronavirus in the U.S. Virgin Islands. The new measures were implemented today at the Cyril E. King Airport (CEKA) on St. Thomas and will begin this week at the Henry E. Rohlsen Airport (HERA) on St. Croix. The procedures are as follows:
1. Temperature screenings are mandatory for all travelers arriving in the USVI via U.S. domestic flights or from foreign locations. Temperature checks at the airports will be performed by the Virgin Islands National Guard (VING) at checkpoints on the airport operations access ramp before travelers are allowed entry into the terminal. Thermal temperature scanning machines are also installed at both airport terminals as a secondary temperature check mechanism.
2. A Health Declaration Form must be completed by all arriving travelers at both CEKA and HERA. The forms should be completed by travelers prior to exiting the baggage claim areas and dropped off at the VING stations at the exit doors. The completed forms will be submitted to the USVI Department of Health.
3. Access to the baggage claim areas at the CEKA and HERA terminals is restricted to travelers only. Tour operators, taxi and private car drivers picking up travelers at the airport are included in this restriction. All travelers must be picked up curbside. Persons returning keys to the rental car agencies inside the terminal must first be cleared by the VING soldiers that will be stationed at the entrance of the baggage claim areas.
4. Reminder: Masks must always be worn when inside the terminals. Masks should be worn properly, covering the mouth and nose.
VIPA Executive Director Carlton Dowe thanks the public for adhering to the safety precautions to help keep VIPA’s employees, tenants, travelers, and our community healthy and safe during this pandemic
DO YOU STILL HAVE TO HAVE A COVID TEST? I WILL BE ARRIVING THERE ON JULY 26 FROM SOUTH CAROLINA
Dear Sandy,
Thank you for contacting us.
Effective July 15, 2020, any traveler whose home state has a Coronavirus Disease 2019 (COVID-19) positivity rate of greater than 10 percent will be required to produce a negative COVID-19 antigen (molecular/PCR/rapid) test result received within five days prior to travel to the U.S. Virgin Islands or a positive COVID-19 antibody test result received within four months of travel to the Territory.
As South Carolina currently is on the list of states for which the U.S. Virgin Islands requires travelers to take a COVID-19 test for entry into the Territory, all travelers aged 15 or over from South Carolina are required to take a test for entry.
Travelers unable to produce the required test result will be subject to a quarantine for 14 days or until they are able to receive the required test result while in the Territory.
For further guidance, please see the latest travel advisory: https://bit.ly/2CChShf.

I currently reside in Missouri, but have a Kansas drivers license. I’ve lived in Missouri for over a month. Missouri is currently not a hot spot, but kansas is. Would I be required to have a negative Covid rest upon arrival from Missouri? Also, being a flight crew member, am I exempt from this requirement?

I am in North Carolina where the positive rate is 7.2% but has a day greater than 10% Am I subject to a test or not? Thank you.
Dear B,
Thank you for contacting us.
As of today, North Carolina is not on the list of states for which the U.S. Virgin Islands requires travelers to provide COVID-19 test results for entry into the Territory.
Effective July 15, 2020, any traveler over the age of 15 whose home state (state of residence) has a Coronavirus Disease 2019 (COVID-19) positivity rate greater than 10 percent will be required to produce a negative COVID-19 antigen (molecular/PCR/rapid) test result received within five days prior to travel to the U.S. Virgin Islands or a positive COVID-19 antibody test result received within four months of travel to the Territory. Currently, residents of Puerto Rico are also subject to this requirement.
COVID-19 test results are also required from travelers over the age of 15 who have spent more than seven days in and are traveling from a state with a positivity rate greater than 10 percent.
COVID-19 tests are recommended, but not required, for travelers over the age of 15 whose home states have positivity rates greater than 7.5 percent. This is to ensure travelers are prepared for possible “spikes” in rates while preparing for travel.
Positivity rates are according to data an analysis from Johns Hopkins University: https://coronavirus.jhu.edu/testing/tracker/overview.
The five-day window is related to receiving test results, not taking the test. We understand that the timing of receiving test results varies from location to location. I’m traveling to Colorado from Oklahoma on August 3rd to see my parents. From there on August 6th we are flying through Florida (But we have a layover in Miami) and then to St Thomas on the 7th. We are trying to figure out if we get tested in Oklahoma? And what type of test do we get? Everywhere I call they are confused by “Covid-19 antigen (moleculer/PCR/rapid) test“. Are these several different choices to choose from or is this a particular test?

Hello: I have reviewed the JHU positivity rate information you provided a link to. It is unclear which number is being used to determine whether a resident of a state needs to produce results from a test. I am coming from California. Right now, the 7-day moving average (the large blue number for California) is 7.6%. However the one-day figure is higher. Conversely for Louisiana, their 7-day moving average (the large blue number is 10%), but their one-day figure is lower.
I assume that USVI is considering California’s rate to be 7.6% (and not on the list) today, and Louisiana’s rate to be 10% (and on the list today). I realize that you cannot predict the future, but could you please confirm that I am reading the results correctly and that California is not on the list today, July 23, and is 7.6% and Louisiana is on the list today at 10%?
Thank you!
Dear Clinton,
Thank you for contacting us.
The U.S. Virgin Islands’ testing requirements are based on the 7-day moving average rate of positivity as shown on the Johns Hopkins Testing Trends Tool.
As of today, California’s positivity rate is below the 10 percent threshold required for travelers to provide COVID-19 test results.
However, COVID-19 tests are recommended, but not required, for travelers over the age of 15 whose home states have positivity rates greater than 7.5 percent. This is to ensure travelers are prepared for possible “spikes” in rates while preparing for travel.

Should the travel portal now be completed before travel with associated upload?
Dear Graham,
Thank you for contacting us.
The Department of Tourism has launched an online portal for prescreening travelers and validating COVID-19 test results submitted by travelers from states with a positivity rate greater than 10 percent. The portal can be accessed at http://www.usviupdate.com/travelportal.

I had a sinus infection early June with a fever and the medical facility did a Covid test. It was negative. My home state is Tennessee just to be on the safe side of no hold ups, could I bring the results of my June 2020 negative results Covid test?
Dear Elaine,
Thank you for contacting us.
As of today, Tennessee’s positivity rate is below the 10 percent threshold required for travelers to provide COVID-19 test results.
However, COVID-19 tests are recommended, but not required, for travelers over the age of 15 whose home states have positivity rates greater than 7.5 percent. This is to ensure travelers are prepared for possible “spikes” in rates while preparing for travel.
Positivity rates are according to data an analysis from Johns Hopkins University: https://coronavirus.jhu.edu/testing/tracker/overview.

Hello, is the list of states posted every Monday? Or it is updated daily….we arrive Sunday from Tennessee, which is only at 8%. I highly doubt it would get to 10% by Sunday, but what happens if Saturday we are? that would be difficult to manage. I called and they indicated it was updated every Monday, which makes it easier to manage because currently testing centers are not allowing a test unless you have symptoms, which we do not have. Thank you!
Dear Chris,
Thank you for contacting us.
The U.S. Virgin Islands’ testing requirements are based on the 7-day moving average rate of positivity as shown on the Johns Hopkins Testing Trends Tool.

Hello,
I plan to fly from St. Kitts/Nevis and transit thru St. Croix on the way to Miami. There are only 2 active cases in St. Kitts, do I need a negative PCR test?
Only in airport for 4 hours.
Thanks
Dear Barry,

COVID-19 test results are not required from travelers transiting impacted states en route to the U.S. Virgin Islands.
COVID-19 test results are required from travelers over the age of 15 who have spent more than seven days in and are traveling from a state with a positivity rate greater than 10 percent.
Please note effective immediately, all travelers to the U.S. Virgin Islands must complete a prescreening form to provide basic, but essential, information regarding your travel to and stay in the Territory. The portal can be accessed at http://www.usviupdate.com/travelportal.
The Travel Portal is currently undergoing maintenance so that we can improve the user experience and response times. We expect it to be fully accessible over the next few days, and shortly thereafter to be mobile-optimized.
In the meantime, please print both sides of the COVID-19 Traveler Screening form (which can be found at https://usviupdate.wpengine.com/travel-form), complete the traveler information, and bring the entire form (2 pages) with you to the USVI.
Continue to stay safe, monitor http://www.usviupdate.com and enjoy your visit to the U.S. Virgin Islands!
